Thanks to the commitment and support of both public and private institutions, the Strategic Plan for the Revitalisation of Metropolitan Bilbao was approved in March 1992. It involved four stages (identifying critical issues, internal and external analysis, defining targets, goals and strategies, and action plans). This signalled the launch and deployment of strategic infrastructures whose materialisation in the 1990s led to significant improvements in mobility, urban development, environmental regeneration, and cultural centrality.
